The team works closely with a diverse range of Angelenos, seeking to better understand how they use and view government in order to design effective research and ultimately to implement user-centered projects.

The Los Angeles i-team drives innovation in government by drawing on cutting-edge methodology and pioneering strategy. As a team, we are committed to always being curious, engaged, easy to work with, and relentlessly focused on achieving outcomes for the City of Los Angeles. We do this because we believe, above all, that our residents deserve the very best government has to offer.

Data is the foundation of the i-team’s understanding of Los Angeles. Often our work focuses on problems that have long perplexed the City, both within City Hall and from the perspective of residents. Through high-quality data collection and analysis, we investigate these problems while challening popular perceptions, refining prior assumptions, and uncovering new insights to frame our analysis and shape our portfolio of solutions. Crucially, we also take advantage of data and analytics to identify hidden problem areas where there is opportunity for positive change.

User-centered design is a tool that allows for us to gain a qualitative understanding of the existing products, services, and systems. ‘Design with users’ is the primary principle in which this practice is applied in all of i-team’s work in order to have deep human understanding, the context of the problem, and empathize on the need of our users with a goal in considering the user’s whole experience. In the public sector, understanding and meeting human needs are critical to shaping the quality of service that impacts peoples lives in a meaningful and equitable way.



The implementation of new initiatives is the central aim of the i-team’s work. Using the knowledge gained from comprehensive data analysis and drawing on the principles of user-centered design research, the i-team works closely with its City partners to develop innovative programs and reforms that will have a positive, concrete impact on Los Angeles residents. The i-team’s implementation model focuses on collaborative project management, established timelines with clear goals, and measurable targets for success. With these principles in mind, the i-team and its partners are able to deliver programs that are both successful and sustainable beyond the i-team’s involvement.



The i-team recognizes that change can be challenging, particularly when it comes to shifting existing, well-established paradigms of how the City works and delivers services to residents. The i-team works closely with our partners to identify and prepare for potential challenges early on, and supporting our partners on a daily basis so that together we are able to adapt quickly to changes. Through these change management strategies, we are able to ensure the long-term success of new programs and help our partners successfully adjust to new ways of thinking.

Behavioral science encourages user-centered, adaptable, and responsive programs and policies that ‘nudge’ people to modify behavior and change perceptions. It ensures that programs, polices, and processes are developed in a way that matches how individuals think and operate in order to guarantee desired outcomes.
