Meet the Team
The i-team was established in the summer of 2015 as a ‘start up’ with a grant from Bloomberg Philanthropies as part of their Innovation Teams Grant Program. Our team brings together a diverse group of professionals with expertise in various subject matters who are all committed to making the City of Los Angeles work better for its residents and businesses.
Amanda Daflos brings nearly twenty years of experience in designing, planning, implementing and managing large scale public sector projects for local, state and federal government organizations as well as non-profit organizations in the US and abroad… She is passionate about civic innovation and has focused on business process transformation, organizational redesign, cost savings, change management and IT transformation with the goal of helping organizations perform at their highest capacity to best serve constituents. Her work has resulted in agencies winning awards such as the California Governor’s Social Innovation Spotlight Award and a National Association of Counties Recognition Award. Prior to joining the City, she served as a Senior Manager for Deloitte Consulting for nearly ten years and Director of Programs for an International non-profit. She has held leadership positions focused on community involvement, developing women in government and public sector education and presently serves as a Deputy to the Los Angeles Honorary Consulate General to Nepal, a role she accepted in the wake of the 2015 earthquake.
Karli brings over eight years of IT and management consulting experience working with public sector agencies at the federal, state, and local levels. She has led several projects in both strategy and implementation with a primary focus on delivery in order to help position organizations for success. She is passionate about finding better solutions for agencies, organizations, and individuals. Prior to joining the City, Karli served as a Senior Consultant for Cambria Solutions, helping the states of Washington, Colorado, and California plan, implement, and improve their health insurance marketplaces.
Amanda is a Project Manager with experience in the public, private, and nonprofit sectors. While completing her graduate degree in Public Administration, Amanda most recently worked for the City of San Gabriel. While there, she managed the pollworker program for their municipal election and completed special projects for the Human Resources Department and Assistant City Manager. Previously, Amanda spent four years as an Associate and Account Manager at Winner & Mandabach Campaigns, a political consulting firm that specializes in running statewide ballot measure campaigns. She worked on more than 10 successful campaigns on a wide variety of policy areas, including clean energy, funding for local services, and business taxation.
David joined the Mayor’s Innovation Team in September 2017 as a Project Manager. He is a strategist and designer with experience in management consulting and city government, and a passion for data-driven urban innovation. Before the i-team, he worked as a Manager of Strategy at the Wonderful Company and Project Leader at the Boston Consulting Group. David holds an MBA from the Wharton School and a Master of Landscape Architecture from the University of Pennsylvania.
Kiana leads the City’s Behavioral Science efforts and coordinates Los Angeles’ Smart City initiatives. She brings several years of experience conducting research in the field of social-behavioral sciences, building on her undergraduate studies in psychology with minors in math and criminology. She received her Master’s in Public Policy from UCLA with a specialization in tech/science policy and innovation management. Kiana first joined Mayor Garcetti’s Office in 2015 as a David Bohnett fellow in the Innovation and Performance Management Unit. Ultimately, Kiana hopes to help drive the use of technological and scientific advancements in promoting social equity and justice for women and underserved communities.
Helen Rigg is a Scottish native and proud Angeleno. She currently serves as a Project Manager, implementing innovative Housing and Homelessness programs in collaboration with the LA i-team. Her role includes developing and implementing strategies to empower renters, increase housing options and prevent and reduce homelessness in LA. Prior to this role, she was a member of the Mayor’s Innovation and Performance Management Unit. Helen has a B.A. in Economics, with a focus on Development and Behavioral Economics. Before joining the Mayor’s Office she worked in the nonprofit sector for organizations providing clean water to communities in Niger and India. In her spare time, she leads a Downtown LA Girl Scout troop.
Alex is a Project Manager and Data Scientist who has worked in industries ranging from Television Development to Transportation. Prior to joining the i-team, Alex worked as a Project Analyst for Xerox’s Parking Citation Processing and Collections contract for the City of Los Angeles, tracking citation payments through the ticket life cycle and developing strategies to increase collection rates and overall revenue. Alex also worked on Los Angeles’ smart-parking project LA Express Park, which utilizes sensor technology to support demand-based meter rates at over 6,000 on-street parking spaces in Downtown Los Angeles.
Design Strategy Lead
Bora is a multidisciplinary designer who leverages design and research practices at the intersection of visual communication and technology for social change. Prior to joining the i-team, she co-founded and served as a Managing Partner for a social enterprise called verynice developing products of service with unique opportunities for social impact while managing a creative team. Her 10+ years of professional experience entails doing both business and design for non-profits, art and culture institutions, educational establishments, and small to corporate businesses. She has also developed practice-based design fellowships and volunteer programs for organizations like the UNICEF Innovation Unit and Ashoka’s Youth Venture, among other non-profits.
Tanya Pineda serves as an Analyst within the Mayor’s Office of Budget and Innovation. Her role focuses on Gender Equity for the City of Los Angeles while supporting the Innovation Team and Operation Innovation Team in gender-related efforts. Tanya has served as a Project Manager, Accounts Manager, and Educational Coordinator for various companies all of which have been women-owned enterprises. As a native Angeleno, she has a passion for creating sustainable change in Los Angeles and the opportunities that result from these initiatives. Through her work, she looks forward to contributing to the ongoing efforts of making Los Angeles one of the leading cities for gender equity.
Bohnett Fellow - Gender Equity
Caroline is a Master of Social Welfare candidate at the Luskin School of Public Affairs who is the recipient of the David Bohnett Fellowship for the academic year of 2017-2018. She works on the Gender Equity team under the Mayor’s Office of Budget and Innovation. Caroline served in the United States Marine Corps for seven years as a Section Leader before leaving to further her education. She has background in the public service sector as she has been a student worker for both the Los Angeles Fire and Police Department. She is also currently licensed as an Emergency Medical Technician, providing medical assistance to those in need. Through her gender equity work she continues to be at the forefront of contributing to the advancement of various groups.
Research and Implementation Intern
Raven is a Research and Implementation Intern supporting the team with policy research, analysis, and implementation. She brings with her experience working in both non-profits and local government to improve local, under-served and underrepresented communities. Raven received her Bachelor’s in Political Science from the University of California, Riverside, and aims to get her Master’s in Public Policy in the near future. Her ultimate goal is to use her expertise in policy research and implementation to help create legislation and initiatives to drive progress for underserved and underrepresented communities.
